Prime Minister Narendra Modi on Wednesday (April 1, 2026) warned the people of Assam against a “dangerous communal violence law” that the Congress allegedly plans to introduce in the State, to target the “majority community” and “appease the minorities”.

Addressing Bharatiya Janata Party (BJP) poll rallies in Dhemaji and Sonitpur districts, he highlighted the development projects of the NDA government in Assam, but indicated that a Congress design targeting the Hindu community could undo the progress seen in the last 10 years.

Mr. Modi claimed that the Congress had tried to enact a communal violence law before the 2014 Lok Sabha election to appease its “fixed vote bank”, which would have been unfair to the majority community.

“The law sought to hold the majority community responsible for riots, and religious minorities were considered victims forever. The BJP-NDA did not allow this Bill, communal in itself, to pass. Now, 12 years later, the Congress is announcing a similar law in Assam,” he said.

“It has become clear that the Congress, which has become the Muslim League-Maoist Congress, can do anything to be in power,” Mr. Modi said.

Protecting Assamese identity

The Prime Minister pointed to the BJP’s electoral promise to implement the Uniform Civil Code in Assam with measures to protect tribal traditions in the Sixth Schedule areas as evidence that the BJP walks the talk. He also stressed the party’s initiatives to safeguard the dignity, safety, and rights of women and marginalised people.

Mr. Modi also criticised the Congress for settling foreigners in Assam and making the native people minorities in their own land. “The BJP-NDA government will not allow the land of farmers, tribal people, and our forests to be occupied by infiltrators. Assamese pride and identity will be maintained. This is Modi’s guarantee,” he said.

Lauding the BJP-led State government’s push for development push, he said that Assam would soon be known globally not only for its tea, but also for chip production. “Phones, cars, TVs, and fridges will soon run on chips made in Assam. This is our roadmap for a developed Assam,” he said.

PM predicts NDA hat-trick

The Prime Minister said the transformation of Assam under BJP governance has made its youth embrace a new future, far removed from the “dark era” of Congress rule, when the State was known for bombs, guns, riots, and curfews. Reaffirming the BJP’s commitment to lasting peace, development, and the protection of Assamese culture and identity, Mr. Modi predicted that the NDA would achieve a hat-trick win in the upcoming Assembly election.

Exuding confidence about the performance of the BJP and its allies, he took a swipe at Congress leader Rahul Gandhi. “Assam is getting a BJP-NDA government for the third straight time. The Congress’s so-called prince will suffer a century of defeat,” he said.

Earlier, the Prime Minister visited the Manohari Tea Estate in Dibrugarh district and interacted with women plantation workers there. “We are very proud of the efforts of each and every tea garden family. Their hard work and perseverance have enhanced Assam’s pride,” he said in a post on X.
