Central government employees at all levels are keen to know the salary increment and arrears they will get after the 8Pay Commission recommendations are approved and implemented. Employees with the basic pension of less than Rs 50,000 are more curious since a salary hike can impact their lifestyle and purchasing power significantly compared to those with much higher basic pay. But how much arrears can central government employees with less than Rs 50,000 basic pay get if the 8Pay Commission decides on a fitment factor of 2, 2.15, 2.28 or 2.57?The 8Pay Commission has asked views about payout revision from central government employees, pensioners, employee unions and a lot of other stake holders. As a result, many employee unions have been recommending their demands that also include fitment factors. Federation of National Postal Organisations has recommended fitment factors in the range of 3.0 to 3.25. All India Defence Employers’ Federation (AIDEF) has recommended that the fitment factor should increase real take-home pay, specially for lower and middle ranks of employees.FNPO and AIDEF also want the 8Pay Commission to consider 5 family units instead of 3 for payout revision. Such a step can increase the basic pay by 66%, or a fitment factor by .66.National Council - Joint Consultative Machinery, which is the umbrella body of all key central government employee and pensioner bodies, is in the process of finalising the 8CPC recommendation memorandum, which will also include the fitment factor. NC-JCM will submit this memorandum to 8Pay Commission chairperson Ranjana Prakash Desai. However, these are just recommendations as the government may still take more than a year to finalise and approve the 8Pay Commission report. For the 7Pay Commission, the fitment factor was 2.57.The government is yet to announce the implementation date of the 8Pay Commission. However, it is assumed it would continue its past practice and would provide the payout hike from the next day of the end of the previous pay commission. The term of the 7Pay Commission ended on December 31, 2025. So, employees and pensioners should get 8Pay Commission arrears with effect from January 1, 2026.If we go through the 7Pay Commission pay matrix, employees up to Level 8 gets a minimum basic pay of below-Rs 50,000.In this write-up, through calculations, we will show the estimated arrears employees below Rs 50,000 basic pay can get under fitment factors of 2.0, 2.15, 2.28 and 2.57 if the 8Pay Commission provides it for 20 months. Here, we are calculating estimated revised basic pays if the fitment factor is 2.0, 2.15, 2.28 or 2.57.In this step, you can see how much estimated arrears can employees at these levels get at four different fitment factors.
