Poland warns Russia is moving from low-cost recruits to professional sabotage cells

Russia is shifting its tactics from using individual recruits to 'professional' networks for sabotage and other attacks across Europe, according to a report by Poland's internal security service. The report notes that Russia is increasingly using organized crime networks and methods typical of special forces, including reconnaissance and sabotage. Poland has conducted numerous espionage investigations, arresting 62 people, and considers "mass surveillance" operations a serious challenge.
